Well, at last I have obtained a WebCam. I'm not sure exactly why, it's just one of these things that you just have to do. Anyway, it's here and if the picture moves occasionally it means that the camera is on and what you see is happening in real time. At least it's refreshing every 15 seconds or so, which explains the odd behaviour that you see.
